This position is the Senior Business and Financial analyst who is the expert in financial programming, planning, budgeting, forecasting, reporting, and analysis.
The position reports to the PM and works closely with government technical liaison representatives.
Mandatory Skill Requirements (must have):
Seven (7) years of experience performing financial analysis.
Demonstrated experience in the following areas:
financial reporting, budgeting, requisitioning, forecasting, and utilization of Enterprise Resource Planning (ERP) financial software.
Desired Skill Requirements:
Experience with Payroll, Vendor Pay, Funds Control, Dormant Accounts Review Quarterly (DARQ), General Ledger, and Budget Execution for NSWC Dahlgren Departments.
Cost estimating and analyses tasks include preparing and/or supporting Government efforts such as:
Navy ERP (N-ERP) financial softwareProgram Life Cycle Cost Estimates (PLCCEs)Should Cost AnalysesNAVSEA 7300/4 Type EstimatesCost Studies (Economic Analyses (EAs), Business Case Analyses (BCAs), Analysis of Alternatives (AoAs), Trade Studies, Cost Realism Analyses and Special Studies) Cost Reviews (Integrated Baseline Reviews (IBRs), In-Process Reviews (IPRs), and Basis of Estimate (BoE) Program Office Cost Support (Program Objective Memorandum (POM) estimates, Selected Acquisition Report (SAR) submissions/inputs, Defense Acquisition Executive Summary (DAES) submissions, budget submissions, Program Acquisition Unit Cost (PAUC) and Average Procurement Unit Cost (APUC) submissions)Joint Cost and Schedule Uncertainty AnalysisEarned Value Analysis and Earned Value ManagementCost Analysis Requirements Description (CARD)Program Risk Analysis and MitigationEducation/Equivalent:
